JRBs are typical examples of host-tenant military relations, in which the host`s assistance to tenants is codified in an ISSA, as provided for in the DOD Directive.  On the NAS JRB Fort Worth, the Navy is home to a variety of reserve flight units from the Navy, Marine Corps and Air Force. everyone has an ISSA with the navy for the support it needs at the base. The OSD guidelines for the 2008 Common Base defined a number of functional areas of facility support and provided for the creation of a set of common basic standards to define the expected level of service on a common basis and ensure a consistent provision of installation assistance services. Since March 2014, there are 260 common basic standards, divided into 48 functional areas and 12 categories.  The practice was born at The Realignment and Closure Base (BRAC) in 1993, where common reserve bases were established in Willow Grove, Pennsylvania, and Fort Worth, Texas. Base Realignment and Closure, 2005 was added to this list when 26 bases were grouped into 12 and renamed common bases.  In addition, several other uses of the term “common” are used on behalf of U.S. army bases [clarification required] and are described below.
JRBs in Willow Grove, Pennsylvania, and Fort Worth, Texas, were established during braC in 1993; However, the name Joint Reserve Base was not used in the BRAC Act. Instead, BRAC installed several emergency air systems to Carswell AFB (now NAS JRB Fort Worth) and nas Willow Grove.  It is not clear how or when these bases obtained the name of the common reserve base. Not all common bases have been mandated by the BRAC Act of 2005 to establish themselves as common bases; However, all 12 common bases assumed that nomenclature or variation.  The joint core programme, established by The Commission`s Recommendation 146 for the closure and reorientation of the base in 2005, represents the department`s efforts to optimize the provision of installation support beyond services. The BRAC report established 12 common bases from 26 service facilities that were in the immediate vicinity or had a common border.
